This extended breakfast will review the facts and outcome in the Tercon Contractors case, provide a refresher on the law of tenders/RFP's, discuss the implications of Tercon, the exposure of both owners and of consultants handling the tender/RFP process and talk about various practical issues arising in the procurement process.

Assistant Deputy Commissioner, Competition Bureau

Victor Hammill is the Assistant Deputy Commissioner of the Competition Bureau where he has worked for more than 14 years in both Ottawa and Vancouver. Victor is a former Senior Advisor to the Commissioner of Competition and has led many mass marketing fraud and anti-competitive cartel investigations. In addition, he has worked on numerous high profile merger reviews including Air Canada - Canadian, TD-Canada Trust among others. Prior to that, Victor spent 8 years with the National Transportation Agency of Canada as an auditor and economist
